REGULATIONS FOR MILITARY POLICE OPERATIONS IN RESPONSE TO NATIONAL OR INTERNATIONAL TERRORISM ACTIVITIES ARE PRESENTED, AND OPERATIONS PLANNING, NEGOTIATION REPORTING, AND MEDIA MANAGEMENT ARE DISCUSSED.
Abstract
BECAUSE OF WORLDWIDE INCREASES IN TERRORIST ATTACKS, PARTICULARLY THOSE SYMBOLIC ACTS TO GAIN PUBLICITY AIMED AT FACILITIES, INCREASED SECURITY CONSCIOUSNESS AND PLANNING OF COUNTERTERRORISM AND PERSONAL PROTECTION MEASURES ARE NECESSARY TO ENSURE CONTINUITY OF OPERATION ON MILITARY INSTALLATIONS. TERRORISM IS DEFINED AS CALCULATED USE OF VIOLENCE OR THREAT OF VIOLENCE, USUALLY BY A POLITICALLY ORIENTED SUBNATIONAL ENTITY, TO ATTAIN GOALS THROUGH INTIMIDATION, COERCION, AND FEAR. INVESTIGATIVE AND OPERATIONAL RESPONSIBILITY FOR COPING WITH DOMESTIC TERRORISM LIES WITH THE FEDERAL BUREAU OF INVESTIGATION (FBI) HOST COUNTRIES HAVE RESPONSIBILITY OVERSEAS. THE PLANNING, COORDINATION, AND IMPLEMENTATION OF PRECAUTIONARY MEASURES AND INITIAL RESPONSES TO TERRORIST ACTIONS REMAIN A LOCAL COMMAND RESPONSIBILITY PROTECTION OF ARMY PERSONNEL AND DEPENDENTS REQUIRES SPECIAL EMPHASIS. PROCEDURES, GUIDANCE AND POLICIES FOR THE PROTECTION OF ALL U.S. PERSONNEL AND PROPERTY WILL BE ESTABLISHED AND MAINTAINED AT ALL ARMY INSTALLATIONS AND ACTIVITIES. WHERE NECESSARY, PROTECTIVE MEASURES WILL BE COORDINATED WITH THE HOST COUNTRY. PROTECTIVE PLANS AND PROCEDURES MUST CONSIDER INSTALLATION VULNERABILITIES, MANPOWER AND FISCAL RESTRAINTS, AND MISSION REQUIREMENTS. THE PLANNING WILL REQUIRE THE DEVELOPMENT OF APPROPRIATE TRAINING PROGRAMS, INTERARMY COORDINATION, THE DEVELOPMENT OF MODEL CONTINGENCY PLANS, SPECIFIC PERSONNEL RESPONSIBILITIES, AND CONTINGENCY PROCEDURES. UNDER THE PROCEDURE, ACTS OF TERRORISM OR OTHER MAJOR INSTALLATION DISRUPTIONS ARE TO BE IMMEDIATELY REPORTED TO THE ARMY OPERATIONS CENTER, AND ONGOING DEMANDS FOR RANSOM OR INCIDENTS WITH POLITICAL RAMIFICATIONS ARE TO BE EVALUATED BY A CENTER CRISIS MANAGEMENT TEAM. THE INITIAL NARRATIVE DESCRIPTION WILL INCLUDE BASIC SITUATIONAL INFORMATION. AN AMPLIFYING REPORT IS TO BE SUBMITTED WITHIN 30 MINUTES AND CONTINUING REPORTS WILL BE SUBMITTED EVERY TWO HOURS FOR THE DURATION OF THE INCIDENT. IN THE EVENT OF A TERRORIST ATTACK/DISRUPTION, PROPER AUTHORITIES ARE TO BE NOTIFIED, THE AREA IS TO BE ISOLATED, REACTION TEAMS ARE TO BE ALERTED, AND ALL AVAILABLE INTELLIGENCE SHOULD BE OBTAINED. THE USE OF CRIMINAL INVESTIGATIONS AGENTS AS NEGOTIATORS IS RECOMMENDED. GUIDELINES FOR SELECTION OF NEGOTIATORS AND FOR NEGOTIATION ARE PRESENTED. THE IMPORTANCE OF A SOUND EMPATHIC PSYCHOLOGICAL APPROACH, THE SAFETY OF HOSTAGES, AND PROLONGING THE COURSE OF NEGOTIATIONS ARE EMPHASIZED. GENERAL NEGOTIATION STRATEGY AND STRATEGIES FOR CRIMINALLY ORIENTED OR MENTALLY DISTURBED HOSTAGETAKER NEGOTIATIONS ARE PRESENTED. ASSAULT TACTICS SHOULD BE WELL PLANNED AND SHOULD MAXIMIZE SURPRISE AND CONFUSION ELEMENTS. MEDIA REQUESTS SHOULD BE REFERRED TO THE PUBLIC AFFAIRS OFFICE. APPENDIXES INCLUDE REFERENCES AND MATERIAL ON PROVISION OF ASSISTANCE TO THE FBI AND THE FUNCTIONS OF THE CRISIS MANAGEMENT TEAM. (JAP)
