STUDY WHICH ASSESSED THE FEASIBILITY AND BENEFITS OF USING AN INSTALLED CRIMINAL JUSTICE INFORMATION SYSTEM TO PROVIDE USEFUL DATA FOR AN OPERATIONAL SIMULATION MODEL.
Abstract
HUDSON COUNTY, NEW JERSEY HAS RECENTLY IMPLEMENTED A MINICOMPUTER-BASED CRIMINAL JUSTICE INFORMATION SYSTEM. THIS ON-SITE COMPUTER INSTALLATION UPDATES FILES ON A REAL-TIME BASIS AND MAINTAINS LARGE DATA BASES IN MACHINE READABLE FORM. THIS WAS THE DATA GATHERING AND ORGANIZING DEVICE FOR THE STUDY. AT NOTRE DAME, THE LAW-ENGINEERING ANALYSIS OF DELAY IN COURT SYSTEMS (LEADICS) SIMULATOR HAS BEEN OPERATIONAL SINCE 1972 AND WAS CHOSEN AS THE MODEL FOR FEASIBILITY ANALYSIS. THIS COMPUTER PROGRAM APPEARED TO BE SUFFICIENTLY GENERAL IN PURPOSE TO BE TAILORED TO THE FUNCTIONAL FLOW OF CRIMINAL CASE PROCESSING IN HUDSON COUNTY. THE STUDY CONCLUDED THAT IT WOULD BE FEASIBLE AND BENEFICIAL TO UTILIZE THE LEADICS OR AN EQUIVALENT SIMULATOR IN HUDSON COUNTY BY USING THE DATA ORGANIZED IN THE EXISTING MINI-COMPUTER-BASED SYSTEM.
