Abstract
These standards satisfy legal and health requirements, but suggest that jails use a health authority to alleviate the burden on nonmedical jail personnel who are responsible for medical procedures. Standards on administration first address designating a responsible physician, an onsite health authority, autonomy of the responsible physician, administrative meetings and reports, and policies and procedures. Specific areas included in the last category include notification of next-of-kin, post mortems, staff training, emergency services, screening, care for persons under the influence of drugs, access to treatment, use of restraints, disease prevention, dental care, personal hygiene, and facilities and equipment. Additional guidelines govern staff development and training, procedures for dispensing medication, health records, informed consent, and medical research. The appendixes contain sample forms and detailed care and treatment guidelines for physicians. Approximately 75 references are supplied.
