RECOMMENDATIONS FOR A DIVERSIFIED PROGRAM MODEL TO RAISE ALABAMA'S CORRECTIONAL MENTAL HEALTH SERVICES TO A MINIMALLY ACCEPTABLE LEVEL OF EFFECTIVENESS.
Abstract
THE MAJOR AREAS OF CONCERN IN THIS STUDY WERE IDENTIFICATION OF THE MENTAL HEALTH NEEDS OF ALABAMA'S OFFENDER POPULATION, DETERMINATION OF PROGRAMS AND PERSONNEL REQUIRED TO PRODUCE THE DESIRED SERVICES, AND ASSIGNMENT OF OBJECTIVES TO THOSE PERSONNEL AND PROGRAMS. THE STUDY INCLUDED RANDOM GROUP TESTING OF OFFENDERS, A LITERATURE REVIEW, A NATIONWIDE SURVEY OF OTHER MENTAL HEALTH PROGRAMS, AND THE ANALYSES OF VARIOUS CONTRACTED CONSULTANTS. THIS REPORT RECOMMENDS A DIVERSIFIED, FLEXIBLE APPROACH IN WHICH MENTAL HEALTH SERVICES WOULD BE COORDINATED BY A DIRECTOR OF ALL NON-MEDICAL REHABILITATIVE SERVICES. THE PROPOSED MODEL PROVIDES FOR A THOROUGH EVALUATION AND DIAGNOSIS PROCESS, EMERGENCY MENTAL HEALTH CARE FOR THE SEVERELY DISORDERED, AND A WIDE VARIETY OF SERVICES READILY ACCESSIBLE TO ALL INMATES NEEDING THEM. SPECIFIC PROFESSIONAL AND TECHNICAL PERSONNEL REQUIREMENTS ARE OUTLINED, AND THE CONSULTANTS' REPORTS ARE APPENDED.
