The 25-year ineligibility for parole of murderers sentenced since the abolition of the death penalty has, in the view of the author, created a situation in need of correction.
Abstract
He reviews the historical background of abolition, the lack of statistical or scientific justification for the 25-year minimum and the effects on the prison system of that minimum. In conclusion, the author reviews four possible solutions to the problems he perceives are developing and suggests measures to take advantage of the 15-year judicial review now provided in the law.
