RECOMMENDATIONS OF A STUDY FOR THE IMPLEMENTATION OF A JAIL AND JUVENILE DETENTION REGIONALIZATION PROGRAM, INCLUDING INFORMATION ON FINANCIAL ASPECTS, DAYS-OF-CARE TO BE PROVIDED, AND COST OF CONSTRUCTION.
Abstract
INMATE POPULATION, THE STATUS OF COUNTY JAILS IN MINNESOTA, THE STATUS OF JUVENILE DETENTION FACILITIES AND EXISTING JUVENILE TREATMENT FACILITIES ARE DISCUSSED IN RELATION TO PROPOSED REGIONALIZATION. A DESCRIPTION OF THE EIGHT SUGGESTED REGIONS IN MINNESOTA IS THEN GIVEN. RECOMMENDATIONS FOR IMPLEMENTATION ARE PROVIDED, AND BASIC DATA ARE GIVEN ON THE JAILING FACILITIES NEEDED TO BE REPLACED AND THE DIFFERENCE IN COST TO A COUNTY CONSTRUCTING A LOCKUP INSTEAD OF A FULL-USE JAIL. ADMINISTRATION, FINANCING, PROGRAM AND FUTURE USE OF REGIONAL FACILITIES ARE DISCUSSED AND SPECIFIC RECOMMENDATIONS ARE GIVEN FOR EACH TOPIC. APPENDIXES INCLUDE RESPONSES TO A JAIL AND DETENTION SURVEY MAILED TO COUNTY COMMISSIONERS, A PROTOTYPE PLAN OF A REGIONAL CORRECTIONAL CENTER, AND A REGIONAL CORRECTIONAL CENTER ORGANIZATIONAL MODEL.
