THE PURPOSE OF THIS PAPER IS TO DEMONSTRATE A TECHNIQUE FOR DETERMINING WHETHER RESIDENTIAL COMMUNITY CORRECTIONS IS A COST-EFFECTIVE ALTERNATIVE TO TRADITIONAL INSTITUTIONALIZATION AND PROBATION.
Abstract
IN PARTICULAR, THE QUESTION ADDRESSED IS WHETHER RESIDENTIAL COMMUNITY CORRECTIONS GENERALLY ARE MORE COST-EFFECTIVE THAN EITHER OF THE TRADITIONAL METHODS BOTH IN THE LONG RUN AND IN THE SHORT RUN. IN THIS STUDY, THREE BASIC CLASSES OF RESIDENTIAL COMMUNITY CORRECTIONS FACILITIES ARE USED: HALFWAY HOUSES, P.O.R.T. (PROBATIONED OFFENDERS REHABILITATION AND TRAINING) PROJECTS, AND JUVENILE RESIDENCES. FOR EACH MAJOR CLASS OF RESIDENTIAL FACILITIES, COMPARISONS ARE MADE BETWEEN RESIDENTIAL COMMUNITY CORRECTIONS PROJECTS AND PROBATION (OR PAROLE) AND INSTITUTIONALIZATION. (AUTHOR ABSTRACT) ...KAP
