STATISTICS AND ILLUSTRATIONS CONTAINED IN THIS DOCUMENT ARE BASED ON THE MINNESOTA UNIFORM CRIME REPORTING PROGRAM IN 1978 AND INDICATE CRIMINAL ACTIVITY FOR GEOGRAPHIC JURISDICTIONS IN THE STATE.
Abstract
SINCE 1972, CRIME INFORMATION REPORTS HAVE BEEN PUBLISHED ANNUALLY IN MINNESOTA. EACH YEAR'S REPORT MEASURES THE AMOUNT OF CRIMINAL ACTIVITY IN ACCORDANCE WITH DATA COLLECTED FROM INDIVIDUAL LAW ENFORCEMENT AGENCIES. CRIMINAL ACTIVITY MEASUREMENTS INCLUDE OFFENSES, CLEARANCES, AND ARRESTS. LIMITED INFORMATION IS AVAILABLE ON LAW ENFORCEMENT PERSONNEL. COMPARISONS WITH PREVIOUS YEAR'S STATISTICS ARE MADE ONLY WHEN THERE ARE SIGNIFICANT TREND CHANGES THAT MIGHT BE USEFUL IN EVALUATION. THE MINNESOTA UNIFORM CRIME REPORTING PROGRAM IS INTENDED TO PROVIDE INFORMATION ON THE VOLUME AND IMPACT OF CRIME. IT IS CONCERNED WITH REPORTING PROCEDURES, CRIME FACTORS, AND OFFENSE CLASSIFICATION. PART ONE OFFENSES (SERIOUS CRIMES) INCLUDE CRIMINAL HOMICIDE, FORCIBLE RAPE, ROBBERY, AGGRAVATED ASSAULT, BURGLARY, LARCENY-THEFT, AND MOTOR VEHICLE THEFT. PART TWO OFFENSES (LESS SERIOUS CRIMES) INCLUDE ARSON, FORGERY AND COUNTERFEITING, FRAUD, EMBEZZLEMENT, STOLEN PROPERTY, VANDALISM, WEAPONS, PROSTITUTION AND COMMERCIALIZED VICE, SEX OFFENSES, NARCOTIC DRUG LAWS, GAMBLING, OFFENSES AGAINST FAMILIES AND CHILDREN, DRIVING UNDER THE INFLUENCE, LIQUOR LAWS, DRUNKENNESS, DISORDERLY CONDUCT, VAGRANCY, SUSPICION, CURFEW AND LOITERING LAW VIOLATION (JUVENILES), AND RUNAWAYS (JUVENILES). STATISTICAL INFORMATION FOR THESE OFFENSES, ARREST INFORMATION, AND RURAL-URBAN AND REGIONAL INFORMATION ARE PRESENTED. DATA ON LAW ENFORCEMENT OFFICERS KILLED OR ASSUALTED, LAW ENFORCEMENT OFFICER FIREARM DISCHARGES, AND OFFENSES REPORTED BY COUNTY AND MUNICIPAL LAW ENFORCEMENT AGENCIES ARE ALSO GIVEN.
