The most notable accomplishment during the 1987-88 biennium much in the Minnesota Department of Corrections was the opening of the state's newest facility for women offenders at Shakopee in August 1986. With the addition of this contemporary facility, significant progress has been made in eliminating some of the inequities in what has been provided to women offenders and meeting some of the unique needs of women inmates.
Abstract
The upward trend in adult institutional populations continued during the biennium, increasing 13 percent since mid-1986. While overcrowding has not been a major problem, bed capacity at existing facilities has been expanded and plans have been made for adding a limited number of beds. The department continues to provide temporary housing for inmates from other jurisdictions, including Wisconsin, Alaska, and the federal government. These contracts generated more than $31.5 million in revenue. Gaining much media attention during the biennium was Sentencing to Service (STS), the department's cooperative venture with the Minnesota Department of Natural Resources. STS is a pilot program that put non-dangerous offenders to work on community service projects, where they can serve the public. Services to crime victims also have been expanded, including programs for victims of sexual assault, battered women programs and shelters, and crime victim centers. For employees of the Department of Corrections, a new regional training facility has been opened on the campus of the Minnesota Correctional Facility-Sauk Centre. 1 figure, 3 charts, 2 maps, 5 tables, 5 graphs.
