Abstract
THE DEPARTMENT OF CORRECTIONS INSTITUTION-COMMUNITY CONTINUUM (ICC) PROGRAM USES GUIDED GROUP INTERACTION TECHNIQUES AS ITS PRIMARY TREATMENT METHOD. IT CONSISTS OF AN INSTITUTIONAL PHASE (PHASE I) IN WHICH GROUPS MEET FIVE DAYS A WEEK, AND A COMMUNITY PHASE (PHASE II) IN WHICH BOYS MEET IN GROUP SESSIONS WITH FIELD AGENTS. A TOTAL OF 182 BOYS WERE SERVED BY THE ICC IN 1970. PHASE I SERVED 114 INITIAL ADMISSIONS AND 5 BOYS RETURNED TO THE PROGRAM, WHILE PHASE II SERVED 134 INITIAL ADMISSIONS AND NINE YOUTHS RETURNED TO THE PROGRAM. OF THE 72 BOYS TERMINATED FROM THE PROGRAM, 76.4 PERCENT WERE SUCCESSFUL COMPLETIONS WHILE 23.6 PERCENT WERE UNSATISFACTORY. THIS WAS FOUND TO BE A MARKED IMPROVEMENT OVER 1969 RATES. POPULATION MOVEMENT, INCLUDING NUMBERS ADMITTED DURING THE YEAR, NUMBER OF ACTIVE PARTICIPANTS, NUMBER DROPPED FROM THE PROGRAM, AND NUMBERS RETURNED TO THE PROGRAM AFTER INITIAL COMPLETION ARE EXAMINED FOR PHASE I AND PHASE II OF THE PROGRAM. COST PER BOY DURING 1970 WAS FOUND TO HAVE RISEN DURING 1970. COST FIGURES FOR ICC ARE ALSO COMPARED TO COST PER DAY AT THE STATE TRAINING SCHOOL AND TO PAROLE COSTS.
