A PROJECT ANALYSIS INCLUDING BACKGROUND INFORMATION, PROJECT GOALS, A DESCRIPTION OF PROJECT STAFF AND SERVICES, PROGRAM STRUCTURE, AND DEMOGRAPHIC AND BACKGROUND CHARACTERISTICS OF PROJECT CLIENTS.
Abstract
THE DIVERSION AND REHABILITATION PROGRAM IS A DEMONSTRATION PROJECT WHICH IS EXPECTED TO PROVIDE BELTRAMI COUNTY WITH BOTH PRETRIAL DIVERSION CAPABILITY AND A COMMUNITY-BASED REHABILITATION AND REENTRY SERVICE. THE PROJECT PROVIDES BOTH INDIVIDUAL COUNSELING AND VOCATIONAL EVALUATION, AS WELL AS REFERRALS TO OTHER AGENCIES. PROJECT GOALS ARE TO CREATE A REHABILITATIVE SERVICE MODEL, TO CARRY THE DIVERSION MODEL TO THE DISTRICT COURT LEVEL, TO ASSIST IN THE REQUIREMENTS AND ASSESSMENT OF BAIL BOND PROCEDURES, TO PROVIDE A SYSTEM OF FOLLOW-UP AND EVALUATION OF THE MODEL, TO ENSURE VOCATIONAL REHABILITATION SERVICES RESOURCES AND TO DEMONSTRATE THAT THESE SERVICES CAN OFFER AN ACCEPTABLE ALTERNATIVE TO PROSECUTION WITH MINIMAL SUPERVISION. IT WAS FOUND THAT THE PROJECT WAS SHOWING INDICATIONS OF ACCOMPLISHING SOME, BUT NOT ALL OF ITS GOALS. A SERIOUS LACK OF COURT REFERRALS TO THE DIVERSION ASPECT OF THIS PROGRAM WAS ENCOUNTERED. IT WAS CONCLUDED THAT THE PROJECT WAS SUCCEEDING IN ITS AIM TO PROVIDE REHABILITATIVE SERVICES, BUT THAT IT WAS NOT, AS OF YET, AN EFFECTIVE PRETRIAL DIVERSION PROJECT.
