REPORT GAUGES THE EFFECT THE 1973 MINNESOTA COMMUNITY CORRECTIONS ACT (CCA) HAS HAD ON INSTITUTIONAL COSTS AND CORRECTIONAL SERVICES.
Abstract
THE CCA ADDRESSES PROBLEMS BY OFFERING STATE SUBSIDY TO PARTICIPATING COUNTIES THAT REFRAIN FROM COMMITTING CERTAIN CATEGORIES OF OFFENDERS TO STATE INSTITUTIONS. IT ALSO STIPULATES THAT LOCAL CORRECTIONS ADVISORY BOARDS BE ESTABLISHED AND THAT THE STATE DEPARTMENT OF CORRECTIONS DEVELOP CORRECTIONAL SERVICES STANDARDS. THE STUDY FOUND THAT PROBATION WITH LOCAL INCARCERATION HAS HAD THE GREATEST INCREASE AMONG COUNTIES SEEKING RELIEF UNDER THE ACT. THERE WAS ALSO A LESSER COMMITMENT OF JUVENILE OFFENDERS TO STATE INSTITUTIONS AMONG MANY COUNTIES....BS
