A REPORT ON A COMMUNITY BASED RESIDENTIAL TREATMENT PROGRAMS FOR YOUTH MALE ADULT MALE FELONS ORGANIZED TO SERVE AS AN ALTERNATIVE TO INCARCERATION FOR A SELECTED GROUP OF PROBATIONED OFFENDERS.
Abstract
THE REPORT CONTAINS DESCRIPTIONS OF THE ORGANIZATION, STAFF, PROGRAM STRUCTURE, TREATMENT FACILITIES AND CLIENT CHARACTERISTICS. PORTLAND HOUSE IS MODELED AFTER PROTOTYPE PORT (PROBATIONED OFFENDERS REHABILITATION AND TREATMENT) PROJECT OF ROCHESTER, MINNESOTA. COMMUNITY REACTION HAS BEEN FAVORABLE. THIS MAY BE THE RESULT OF THE PORTLAND HOUSE ADVISORY COUNCIL, WHICH REPRESENTS THE COMMUNITY AND HAS A VOICE IN THE OPERATION OF THE PROJECT. THE PROJECT GOALS ARE LISTED AND THE PROJECT SERVICES ARE EVALUATED IN RELATION TO THEM. THE REPORT CONCLUDES THAT SINCE PORTLAND HOUSE IS A NEW PROJECT AND HAS NOT AS YET HAD ANY GRADUATES SUCCESSFULLY COMPLETE THE PROJECT, IT IS IMPOSSIBLE TO DRAW ANY CONCLUSIONS ABOUT PROGRAM EFFECTIVENESS. THE SERVICES DO HOWEVER SEEM TO BE CONSISTENT WITH PROJECT GOALS. MINNEAPOLIS
