THIS REPORT PRESENTS THE FINDINGS AND RECOMMENDATIONS OF THE TASK FORCE ON CORRECTIONAL INSTITUTIONS, INCLUDING DATA, PROJECTIONS, AND PLANS RELATING TO POPULATION LEVELS, MENTAL HEALTH, PRISON INDUSTRIES, AND FACILITIES.
Abstract
THE TASK FORCE, CONSISTING OF 10 MEMBERS APPOINTED BY THE COMMISSIONER OF CORRECTIONS, HAD FOUR MAJOR OBJECTIVES; TO REVIEW ALL EXISTING DOCUMENTATION CONCERNING STATE CORRECTIONAL INSTITUTION NEEDS IN RELATION TO PROBABLE POPULATION DEMANDS; TO ASSESS THE PRESENT AND PLANNED STATES OF INDUSTRIAL OPERATIONS AND MENTAL HEALTH SERVICES WITHIN STATE ADULT CORRECTIONS INSTITUTIONS; TO PLAN THE NECESSARY CONSTRUCTION AND RENOVATION OF STATE CORRECTIONAL INSTITUTIONS; AND TO RECOMMEND TO THE 1976 MINNESOTA STATE LEGISLATURE AN ECONOMICAL, SECURE, AND HUMANE SYSTEM FOR MEETING THE EXPECTED STATE CORRECTIONAL NEEDS IN THE AREAS OF MENTAL HEALTH SERVICES, INDUSTRIAL OPERATIONS, AND INSTITUTIONAL RENOVATION AND CONSTRUCTION. THIS REPORT PROVIDES INFORMATION ON THE BACKGROUND OF COMMITTEE MEMBERS, A SUMMARY OF THE CONSTRUCTION AND RENOVATION COSTS FOR PHASE I AND PHASE II OF THE PROPOSED PLAN, A SUMMARY OF THE RECOMMENDATIONS IN THE AREAS OF POPULATION, MENTAL HEALTH, INDUSTRIES, AND FACILITIES ARE PRESENTED IN THE APPENDICES.
