GOALS OF THE POLICE DEPARTMENT IN LINCOLN, NEBR., FOR 1979-1980 ARE ENUMERATED, AND THE DEPARTMENT'S MISSION OF IMPROVING POLICE-COMMUNITY RELATIONS TO COMBAT CRIME IS DISCUSSED.
Abstract
ONE OF THE BASIC AND CONTINUING RESPONSIBILITIES OF EVERY POLICE OFFICER IN THE DEPARTMENT AND OF CIVILIAN EMPLOYEES IS TO STRENGTHEN THE TIES BETWEEN CITIZENS AND THE POLICE. THE COMMUNITY POLICING CONCEPT IN THE CITY OF LINCOLN PROVIDES AN OPPORTUNITY TO ACCOMPLISH THIS RESPONSIBILITY. CRIME PREVENTION, AS ENVISIONED BY THE DEPARTMENT, INCLUDES NUMEROUS CONCEPTS. TWO OF THESE CONCEPTS ARE RELEVANT TO POLICE SERVICE. THE FIRST IS PUNITIVE CRIME PREVENTION, BASED ON THE ASSUMPTION THAT THE POTENTIAL OFFENDER WILL REFRAIN FROM COMMITTING AN OFFENSE IF THE PENALTY OUTWEIGHS THE ADVANTAGES GAINED FROM THE CRIMINAL ACT. THE SECOND IS PHYSICAL CRIME PREVENTION, BASED ON STRATEGIES THAT SIMPLY REDUCE THE OPPORTUNITY TO COMMIT AN OFFENSE. THE MISSION OF THE DEPARTMENT ALSO ENCOMPASSES CRIMINAL APPREHENSION AND CASE CLEARANCE AND TRAUMA INTERVENTION-CONFLICT MANAGEMENT. GOALS OF THE DEPARTMENT FOR FISCAL YEAR 1979-1980 PERTAIN TO CRIME CONTROL (REDUCE THE INCIDENCE OF SUPPRESSIBLE CRIME PER CAPITA, REDUCE CRIMINAL OPPORTUNITY THROUGH POLICE-COMMUNITY COOPERATION, INCREASE THE PERCENTAGE OF OFFENSES REPORTED TO THE POLICE, INCREASE THE PROPORTION OF OFFENSES CLEARED, REDUCE THE AMOUNT OF ELAPSED TIME BETWEEN COMMISSION AND CLEARANCE OF AN OFFENSE, DECREASE THE PERCENTAGE OF CASES NOT PROSECUTED DUE TO FAULTY INVESTIGATION OR CASE PREPARATION, REDUCE THE TOTAL AMOUNT OF PROPERTY LOSS DUE TO CRIME, MAINTAIN A LEVEL OF AT LEAST 50 PERCENT NONCOMMITTED TIME AVAILABLE FOR PROACTIVE FUNCTIONS, IMPROVE THE ADMINISTRATIVE EFFICIENCY OF THE DEPARTMENT, AND MINIMIZE THE USE OF EXPENDABLE ENERGY RESOURCES), CAREER DEVELOPMENT FOR POLICE EMPLOYEES, COMMUNITY RELATIONS (INCREASE THE COMMUNITY'S CONFIDENCE IN THE ABILITY OF THE POLICE AND IMPROVE COMMUNICATION BETWEEN THE POLICE AND THE COMMUNITY AND BETWEEN THE POLICE AND OTHER PUBLIC AGENCIES), SOCIAL TRAUMA RESOLUTION, AND TRAFFIC ACCIDENTS.
