Activities of the Missouri Division of Probation and Parole during fiscal year 1980 are highlighted.
Abstract
The agency's mission is to help clients become responsible citizens who can and will live in society without reverting to criminal behavior. The necessity for agency success is underscored by the fact that 98 percent of all prisoners are eventually released. The agency's board consists of three full-time members who serve staggered, renewable 6-year terms. Parole hearings are scheduled monthly at all institutions. The initial parole hearing may occur after 6-24 months of the sentence term has been served, and at that the board may decide to grant parole, permanently deny parole, or defer judgment until a later date. Approximately 30 percent of the parolees released during the year came from the intermediate reformatory. The second largest group was paroled from the State's halfway house. The percentage of paroles granted after face-to-face hearings increased from 60 percent to 63 percent. During 1980, 2,167 hearings and 1,687 reviews were conducted by the board. Approximately 30 percent of the hearings and 22 percent of the reviews resulted in paroles. The board continues to parole over 40 percent of the releases from institutions. Parole releases have continued to total around 1,000 per year since 1976. Historically, 20-25 percent of the parolees are unsuccessful during the first year; however, those remaining on parole for the second and third years show a much better success rate. During the past year, the division continued to experience an expansion of its role in providing services to Missouri's criminal courts. Tables, graphs a chart, and State maps are provided.
