THE OBJECTIVES OF THE MISSOURI DIVISION OF YOUTH SERVICES ARE PRESENTED FOR FISCAL YEAR 1979, ALONG WITH THE TASKS REQUIRED TO MEET THOSE OBJECTIVES, AND THE CURRENT DELIVERY OF SERVICES IN THE VARIOUS REGIONS IS DESCRIBED.
Abstract
AS PART OF A 5-YEAR MASTER PLAN, OBJECTIVES AND TASKS ARE SET FOR 1979 (THE FIRST YEAR OF THE MASTER PLAN) IN THE AREAS OF CLASSIFICATION, REHABILITATION, PERSONNEL TRAINING, DELINQUENCY PREVENTION, STATISTICS, EVALUATION, WRITTEN RECORDS, INTERSTATE COMPACT, EDUCATION FOR JUVENILE OFFENDERS, DEINSTITUTIONALIZATION OF STATUS OFFENDERS, AND GENERAL ACTIVITIES. THE EMPHASIS IS UPON THE DEVELOPMENT OF INDIVIDUALIZED REHABILITATION PROGRAMS FOR JUVENILES IN THEIR COMMUNITY OR WITHIN 50 MILES OF THEIR HOMES IN THE CASE OF RESIDENTIAL COMMITMENT. THIS PLAN IS BEING IMPLEMENTED THROUGH A STRUCTURE OF REGIONALIZATION THAT AIMS AT PROVIDING A VARIETY OF EFFECTIVE SERVICES TO THE YOUTH IN EACH REGION OF THE STATE. THE CURRENT RESIDENTIAL AND NONRESIDENTIAL SERVICES ARE DESCRIBED FOR EACH OF THE FIVE REGIONS. PLANS FOR RESIDENTIAL AND NONRESIDENTIAL TREATMENT IN THE FISCAL YEARS 1980 THROUGH 1983 ARE BREIFLY DESCRIBED. POSITION PAPERS ARE PRESENTED ON THE TOPICS OF PLANNING, AFFIRMATIVE ACTION, STANDARDS, PURCHASE OF SERVICES, INCENTIVE SUBSIDY, DEINSTITUTIONALIZATION OF STATUS OFFENDERS, RUNAWAYS, AFTERCARE, AND REVOCATION OF AFTERCARE. THE APPENDIX CONTAINS A STATEMENT OF THE STATUTORY RESPONSIBILITIES OF THE DIVISION OF YOUTH SERVICES AND A GLOSSARY OF ACRONYMS. (RCB)
