PROJECT TO PLACE YOUTHS WHO WOULD OTHERWISE BE DETAINED IN A SECURE FACILITY UNDER THE SUPERVISION OF A YOUTH LEADER WHO PROVIDES SUPPORTIVE SUPERVISION AND A LIAISON BETWEEN YOUTHS, PARENTS, SCHOOL, AND COMMUNITY AGENCIES.
Abstract
THE COMMUNITY YOUTH LEADERS SUPERVISED 514 PRE-ADJUDICATION AND 158 POST-ADJUDICATION CASES BETWEEN JANUARY AND AUGUST, 1973. THE EVALUATION RECOMMENDS THE CONSOLIDATION OF THE PROGRAM WITH OTHER YOUTH SUPERVISION PROGRAMS IN ST. LOUIS TO REDUCE PERSONNEL AND COSTS. THE MAIN AREA IN WHICH PROGRAM GOALS WERE NOT MET WAS BEHAVIOR CAUSING COMPLAINTS FROM SCHOOL OFFICIALS AND PARENTS. THE MOST IMPORTANT INDICATION OF THE PROGRAMS SUCCESS WAS THAT THE NUMBER OF DETAINEES WHO COMMITTED OFFENSES WHILE IN THE PROGRAM DECREASED FROM 5 PERCENT TO 1 PERCENT BETWEEN 1971 AND 1973. ALTHOUGH THE PROGRAM DID NOT PROVIDE THE ORIGINALLY PROJECTED INTENSITY OF SERVICES IN TERMS OF DAILY EYEBALL CONTACTS, THE EVALUATION CONCLUDED THAT THE LESS AMBITIOUS SUPERVISION SCHEDULES WERE MORE REALISTIC AND JUST AS EFFECTIVE. THE REASONS FOR THE FAILURE TO PROVIDE MORE INTENSE SUPERVISION WERE NOT CLEAR, BUT MAY HAVE BEEN DUE TO TRANSPORTATION, LOCATION, AND SCHEDULING PROBLEMS.
