Chapters 210, 211, and 219 of the 1987/88 Missouri Juvenile Code cover general provisions for child protection, juvenile courts, and youth services.
Abstract
Among the provisions of chapter 210 are plans to meet the needs of homeless, dependent, and neglected children, the establishment of a children's service commission, a passenger restraint system for children under 4 years old, the child abuse and neglect law, the licensing of certain child care homes, and the licensing of child placement agencies. Other provisions of chapter 210 pertain to an interstate compact on child placement, court review of child placements with an agency or foster care, and the Uniform Parentage Act (paternity determinations). Among the issues covered in chapter 211, which focuses on juvenile courts, are the use of juvenile court commissioners, court jurisdiction, the certification of a juvenile for trial as an adult, juvenile detention, criteria for admission to a State training school, court orders, and compensation and duties for certain juvenile court personnel. Seventeen sections of chapter 211 address the termination of parental rights. Provisions of chapter 219, which deals with youth services, encompass medical and dental treatment, juvenile offender transfers, penalty for aiding in a juvenile's escape from an institution, health care standards, and the responsibilities and administration of the Division of Youth Services.
