GUIDELINES FOR DEALING WITH JUVENILES ARE PRESENTED FOR USE BY POLICE JUVENILE OFFICERS IN MISSOURI.
Abstract
A GENERAL HISTORY OF THE JUVENILE JUSTICE SYSTEM AND JUVENILE COURTS IN MISSOURI IS PRESENTED. AN OUTLINE OF THE MISSOURI JUVENILE CODE IS GIVEN AND UNCLEAR TERMS ARE EXPLAINED. THIS MANUAL PROVIDES JUVENILE OFFICERS WITH INFORMATION ON THE JURISDICTION OF PUBLIC AGENCIES IN JUVENILE MATTERS AND CLARIFIES THE DUTIES OF DEPUTY JUVENILE OFFICERS. THE OBJECTIVES OF POLICE-JUVENILE SERVICES, POLICE RESPONSIBILITY TOWARD CHILDREN, THE PREVENTION OF DELINQUENCY, CHILDREN AND THEIR LEGAL RIGHTS, AND THE ESTABLISHMENT OF A POLICE-JUVENILE SPECIALTY ARE EXAMINED. STANDARD OPERATIONS ARE DISCUSSED, AND SAMPLE REPORT FORMS ARE PROVIDED WITH INSTRUCTIONS FOR COMPLETING THEM. THE MANUAL ALSO INCLUDES DIRECTIONS FOR SETTING UP A RESOURCE DIRECTORY OF PRIMARY REFERRAL AGENCIES. POLICE-SCHOOL LIAISON IS DISCUSSED, AND QUESTIONNAIRES ARE SUPPLIED TO ASSESS THE USEFULNESS OF THE LIAISON PROGRAM. A LISTING OF AGENCIES DEALING WITH JUVENILE OFFENSES AND REHABILITATION AND GUIDELINES FOR POLICE IN HANDLING VIOLATIONS ARE GIVEN. APPENDIXES PROVIDE DETAILS OF THE MISSOURI JUVENILE CODE; MISSOURI LAWS AFFECTING CHILDREN, YOUTH, AND MINORS; A GLOSSARY OF COMMON TERMS USED IN JUVENILE COURT; FEDERAL FAMILY EDUCATIONAL RIGHTS; AND A LIST OF POLICE-JUVENILE/POLICE OFFICER ASSOCIATIONS AND POLICE-JUVENILE CONFERENCES AND INSTITUTES.
