THE DEVELOPMENT, SUCCESSES, AND DISAPPOINTMENTS OF THE NATIONAL VOLUNTEER PAROLE AIDE PROGRAM IN MISSOURI ARE DISCUSSED.
Abstract
THE PROGRAM, ORIGINALLY CONCEIVED TO GIVE LAWYERS AN OPPORTUNITY TO SERVE AS CITIZEN VOLUNTEERS WITHIN CORRECTIONAL OPERATIONS, WAS EXPANDED TO INCLUDE CITIZENS OUTSIDE THE LEGAL PROFESSION. THE PROGRAM PROVIDES FOR LOCAL AS WELL AS STATE AND REGIONAL COORDINATORS. THE ORGANIZATIONAL STRUCTURE APPEARS TO BE EFFECTIVE; HOWEVER, LACK OF SPECIFIC ALLOCATION IN THE BUDGET FOR FULL-TIME, STATE, AND REGIONAL VOLUNTEER COORDINATORS IS CLEARLY NEEDED TO INSURE OPTIMAL ADMINISTRATION OF VOLUNTEER SERVICES. STATE AGENCIES DESIRING INVOLVEMENT BY COMMUNITY VOLUNTEERS ARE STRONGLY URGED TO MAKE PROVISION FOR SPECIFIC BUDGET ALLOCATION. ANOTHER NEED IS FOR AN ONGOING EVALUATION OF THE TYPES AND QUALITY OF SERVICES PROVIDED BY VOLUNTEERS TO REVISE AND IMPROVE THE PROGRAM. AN APPENDIX PRESENTS THE ORGANIZATIONAL CHART FOR MISSOURI VOLUNTEER PROGRAMS WITHIN THE DEPARTMENT OF SOCIAL SERVICE.
