The Stalking Resource Center, a program of the National Center for Victims of Crime, partnered with the California Coalition Against Sexual Assault(CALCASA) to publish this model campus policy on stalking.
Abstract
This Model Campus Stalking Policy stemmed from a review and analysis of the most common elements of relevant stalking policies from just over 90 schools. In reviewing the policies, specified criteria were used in the assessment. The policy format must address stalking in a stand-alone policy or be added to a school's dating violence, sexual assault, and/or sexual harassment policy. The definition of stalking must be in the policy, and members of the campus community covered by the policy must be specified in the policy. Other features of a stalking policy are a listing of the common types of stalking behavior, the inclusion of the use of technology as a tool of stalkers, an outline of stalking victim safety measures and resources, an outline of reporting procedures, and a statement of victim and offender rights. A detailed description of each of these policy elements and recommended ways in which to incorporate them into a model policy are presented. A sample policy with essential and optional elements is also presented.
