THE MANUAL PROVIDES LAW ENFORCEMENT AGENCIES WITH GUIDELINES AND MATERIALS FOR USE IN CONDUCTING LABOR RELATIONS SEMINARS AND WORKSHOPS.
Abstract
OVER THE LAST SEVERAL YEARS, POLICE OFFICERS HAVE BEGUN TO CHALLENGE THE TRADITIONAL MILITARY MODEL OF POLICE MANAGEMENT AND TO UNIONIZE IN ODER TO PROTECT THEIR RIGHTS. BECAUSE POLICE EXECUTIVES WERE INEXPERIENCED AND EVEN ANTAGONISTIC ABOUT COLLECTIVE BARGAINING, THE INTERNATIONAL ASSOCIATION OF CHIEFS OF POLICE (IACP) BEGAN TO STUDY THE LABOR RELATIONS PROBLEM IN 1971 AND ASSIST INDIVIDUAL DEPARTMENTS ON A LIMITED BASIS. THE MATERIALS IN THIS TRAINING MANUAL ARE BASED ON SEMINARS CONDUCTED BY THE IACP AND EVALUATED BY AN OUTSIDE CONSULTING FIRM. BROAD GUIDELINES FOR TRAINING ARE DESCRIBED WHICH DIVIDE THE PROGRAM INTO THREE PHASES: (1) PREPARING FOR THE SEMINAR BY ASSESSING CURRENT LABOR CONDITIONS AND PROBLEMS, (2) PLANNING AND DEVELOPING THE CONTENT OF THE SEMINAR, AND (3) EVALUATING ITS ACHIEVEMENTS. THE APPENDIX OUTLINES SPECIFIC PROGRAMS ON THE FOLLOWING TOPICS: POLICE UNIONIZATION, THE LAW AND LABOR RELATIONS, COLLECTIVE BARGAINING, COSTING THE ECONOMIC PACKAGE, DRAFTING THE POLICE LABOR CONTRACT, IMPASSE RESOLUTION, POLICE STRIKES AND JOB ACTIONS, ADMINISTRATION AND GRIEVANCE RESOLUTION, AND DUE PROCESS AND DISCIPLINE. THE INFORMATION PROVIDED ON EACH SUBJECT AREA INCLUDES A GENERAL INTRODUCTION, SEMINAR OBJECTIVES, ASSIGNMENTS FOR PARTICIPANTS, TEXTS AND SUPPLEMENTARY READINGS, AND A LECTURE OUTLINE. THE MANUAL CONCLUDES WITH A SIMULATED EXERCISE IN MOCK COLLECTIVE BARGAINING TO GIVE STUDENTS THE OPPORTUNITY TO TRANSLATE THEORY INTO PRACTICE AND OBSERVE THEIR BEHAVIOR WHEN ACTUALLY INVOLVED IN COLLECTIVE BARGAINING.
