Abstract
IT IS SUGGESTED THAT EACH STATE'S ATTORNEY GENERAL COMPILE A COMPLETE MANUAL OF POLICIES AND PROCEDURES FOR DISTRIBUTION TO PROFESSIONAL AND NON-PROFESSIONAL STAFF. SUCH A MANUAL WOULD ASSURE UNIFORMITY IN PRACTICE, MINIMIZE CONFLICTING DECISIONS BETWEEN OFFICES, AND AID IN TRAINING NEW STAFF. THE MODEL DETAILS METHODS OF COMPILATION AND REVISION AND SHOWS HOW INFORMATION CONCERNING ORGANIZATION, PERSONNEL POLICIES, CORRESPONDENCE, ADVISORY OPINIONS AND LITIGATION CAN BE PRESENTED.
