This manual presents a series of activities that municipalities may emulate in planning and programming crime prevention initiatives.
Abstract
The flow of activity in the model community crime prevention program is presented in a series of steps illustrated in a flowchart using International Organization for Standardizing International Standard 128, 'Flowchart Symbols.' Exhibit A depicts the symbols and interprets them as they are used in this manual. As depicted in Exhibit B, the outline is divided into three phases: planning, operations, and analysis. These are further subdivided into activity steps presented separately with an explanation of their essential features. The planning phase, for example, consists of 23 steps, which begin with a 2.5-hour workshop designed to review the problems of crime, explain the concept of crime prevention, and discuss the components of successful crime prevention planning. Other steps in this phase include model program initiation, program preparation, manpower analysis, and final strategy selection. The steps in the operations phase include community organization, program commencement, personal security, target hardening, community action, environmental design, and performance monitoring. The analysis phase consists of three steps: program revision, program modification, and maintenance operations. A timetable depicts the duration of each activity step. A 45-item bibliography is included.
