THIS MODEL IS BASED ON THE CENTRAL NOTION THAT POLICY IMPLICATIONS CAN BE GLEANED FROM KNOWING, BASED ON REAL DATA, THE EXTENT TO WHICH FACTORS UNDER POLICE CONTROL ARE SYSTEMATICALLY RELATED TO 'DESIRABLE' COURT OUTCOMES.
Abstract
DEPICTED BOTH GRAPHICALLY AND ALGEBRAICALLY, THE MODEL CONSIDERS FUNDAMENTAL RELATIONSHIPS BETWEEN POLICY VARIABLES (EXPERIENCE OF THE ARRESTING OFFICER), PERFORMANCE MEASURES (CASE ACCEPTANCE BY PROSECUTOR, CASE CONVICTION, EXTENT OF CHARGE REDUCTIONS, ETC.) AND CONTROL FACTORS (EVIDENCE, WITNESSES, CASE SERIOUSNESS, ETC.). AN ALTERNATIVE MODEL, BASED ON THE INDIVIDUAL CASE, IS ALSO PRESENTED. THE ARTICLE CONCLUDES BY NOTING A PRELIMINARY EMPIRICAL FINDING THAT FOLLOWS THE BASIC MODEL.
