The National Highway Traffic Safety Administration (NHTSA) contracted with the International Association of Chiefs of Police (IACP) to conduct a series of workshops consisting of state and local law enforcement representatives having police traffic services responsibilities, designed to focus on the problems and needs of the enforcement community as they affect the delivery of police traffic services, and to provide assistance in the identification of problems and the dissemination of proposed solutions.
Abstract
In addition, the workshop participants were also to utilize their expertise in the merging and restructuring of two IACP publications, Highway Safety Policies for Police Executives and A Manual of Police Traffic Services Policies, Procedures, Rules, into model police traffic services directives manuals suitable for adoption and use by an enforcement agency. The product of this work effort includes draft manuals entitled 'Model Police Traffic Services Policies and Procedures,' and 'Model Police Traffic Services Rules,' for the consideration of the Department of Transportation, and a series of recommendations for future direction for the NHTSA sponsored research and demonstration projects, including issues relating to 55 mph maximum speed limit compliance; high speed driving of emergency vehicles; the drinking driver, etc. (NTIS abstract)
