Abstract
THE MANUAL IS ORGANIZED UNDER THE GENERAL SUBJECT OF POLICING, WHICH IS DIVIDED INTO EIGHT MAJOR AREAS THAT FORM THE CHAPTERS. WITHIN EACH CHAPTER, THE POLICIES ARE PLACED IN LOGICAL GROUPINGS. THE POLICIES VERY OFTEN MOVE FROM THE GENERAL TO THE SPECIFIC. THE MANUAL INCLUDES AN INDEX TO AID IN FINDING SPECIFIC POLICIES. EACH POLICY IN THE MANUAL CONSISTS OF TWO CATEGORIES OF STATEMENTS: THE POLICY ITSELF , AND A COMMENTARY WHICH JUSTIFIES, EXPLAINS, OR GIVES THE SOURCE OF THE PARTICULAR POLICY SECTION. FOR AGENCIES JUST BEGINNING POLICY DEVELOPMENT, PROCEDURAL STEPS ARE LISTED. THE AUTHOR INDICATES THE MANUAL CAN ALSO BE HELPFUL TO THE AGENCY WHICH HAS A SIGNIFICANT BODY OF POLICY ALREADY ESTABLISHED....RCB
