THE PURPOSE OF THESE RULES IS TO ESTABLISH UNIFORM PROCEDURES OF IDENTIFICATION OF SUSPECTS BY EYEWITNESSES TO A CRIME.
Abstract
SPECIFIC RULES ARE PROVIDED FOR CONFRONTATIONS, USE OF PHOTOGRAPHS AND OTHER LIKENESSES, LINEUPS, AND INFORMAL IDENTIFICATIONS. THE STANDARDS ARE DRAWN PRIMARILY FROM PREVAILING JUDICIAL AUTHORITY AND CURRENT POLICE PRACTICES. POLICIES CITED ARE FROM POLICE DEPARTMENTS IN BOSTON, CAMBRIDGE, DALLAS, WASHINGTON, D.C., OAKLAND, PHOENIX, AND SAN DIEGO. THE RULES APPEAR FIRST WITHOUT COMMENTARY AND ARE THEN REPRODUCED IN A COMMENTARY SECTION WHERE THE LEGAL BASES AND POLICY CONSIDERATIONS UNDERLYING THEM ARE IDENTIFIED.
