Abstract
MODEL STANDARDS AND REGULATIONS ARE OFFERED FOR CONTACTS, STOPS, AND FRISKS. IT IS NOTED THAT A PREFERENCE SHOULD BE EXHIBITED BY THE OFFICER FOR THE PROCEDURE WHICH LEAST INVADES INDIVIDUAL RIGHTS AND PRIVACY. INCLUDED ARE MODEL RULES SPECIFYING THE BASIS, LEVEL OF SUSPICION REQUIRED, AND PERMISSIBLE DURATION OF THE POLICE PROCEDURES. THE NATURE OF EACH IS CLEARLY OUTLINED FOR THE OFFICER. SECTIONS PROVIDING FOR DISREGARDING OF THE MODEL RULES IN UNUSUAL SITUATIONS AND ON RECORD KEEPING ARE INCLUDED.
