This model of police strategic planning consists of several key phases or attitudes including anticipation of the future, taking aim at an objective, and implementing the plan.
Abstract
Anticipating the future is achieved through an understanding of trends, events, and emerging issues. This part of strategic planning is also known as environmental scanning. Within the police department, managers need to define organizational values and assets. In the second phase of strategic planning, the organization needs to express its mission statement; a clear idea of the aim and the will to achieve it constitute a mission. In order to progress from having a mission statement to implementing a strategic mission, the police department must be able to visualize scenarios, set objectives, and develop plans. However, just as important to successful strategic planning are strong leadership, skillful coaching, and expert organizational development. The bottom line of this model of strategic planning is results achieved; feedback through the different stages of the model will improve results. 6 references
