Abstract
THE MODELS FOR THESE 'WHAT', 'HOW', 'WHO', AND 'WHERE' COMPONENTS ARE MERELY SUGGESTIVE OF THE POSSIBLE ALTERNATIVES. ELEVEN EXAMPLES ARE GIVEN THAT RANGE FROM THE ESTABLISHMENT OF HOSPITALS WITHIN LARGE JAILS TO CONTRACTED FEE-FOR-SERVICES ARRANGEMENTS THAT CAN BE MADE BY SMALLER JAILS.
