TRACES THE HISTORIC DEVELOPMENT OF THE POLICE FORCE IN ENGLAND TO ILLUSTRATE THE NECESSITY OF POLICE OPERATIONS CHANGING IN RESPONSE TO SOCIAL CHANGE AND SUGGESTS POLICE REFORMS FOR THE MODERN PERIOD OF SOCIAL BEHAVIOR.
Abstract
IT IS EMPHASIZED THAT POLICE FORCES MUST ENGAGE IN CONSTANT SELF-EXAMINATION AND MODIFICATION OF ACCEPTED PRACTICES AND ATTITUDES IN RESPONSE TO COMMUNITY NEEDS OR RISK ALIENATION FROM THOSE WHOM THEY WOULD SERVE. THE ROLE OF THE POLICE RELATIVE TO SOCIAL AND POLITICAL PROTEST IS DISCUSSED, ALONG WITH THE OPERATION OF THE POLICE IN A DEMOCRATIC SOCIETY. A BALANCE BETWEEN CENTRALIZED AND DECENTRALIZED POLICE MANAGEMENT IS DISCUSSED. IT IS SUGGESTED THAT DUE TO THEIR PRACTICAL EXPERIENCE IN LAW ENFORCEMENT AND PROBLEM BEHAVIOR, THE POLICE SHOULD HAVE A STRUCTURE FOR INPUT INTO THE LAWMAKING PROCESS. PREVENTIVE POLICING AND WORK WITH JUVENILES IS ALSO TREATED.
