The planning and construction of new modular additions to the Worcester County Jail and House of Corrections is described as an ideal solution to prison overcrowding.
Abstract
Although sufficient land existed for expansion, a traditional construction program would not meet the deadlines mandated by the court to quickly solve the problem of an increasing inmate population. The States' construction procurement laws were amended to allow the use of construction management, design-build, and fast-tracking techniques as well as modular construction. Using State funds allotted for construction of a 300-bed medium security facility to be built adjacent to the existing jail, an aggressive design and construction program was developed. Contracts were awarded for site development with preparation work and design and construction of modular and premanufactured buildings. The building program was scheduled in three distinct, yet concurrent phases of manufacture and delivery; off-site manufacture and on-site erection; and construction of warehouse, garage, and gymnasium. Totaling 76,720 square feet, four permanent buildings were completed in 210 days from the start of construction. The success of the project is attributed to open lines of communication with local officials and community leaders, a request-for-proposal format for selection of contractors, the cooperation and coordination among contractors on-site, and designation of a full-time project coordinator.
