THIS ILLUSTRATED INSTRUCTOR'S MANUAL, DESIGNED FOR USE IN TRAINING PUBLIC SAFETY PERSONNEL, PRESENTS GENERAL AND SPECIFIC GUIDELINES FOR PROTECTIVE RESPONSES TO BOMB INCIDENTS.
Abstract
ANY PUBLIC OR PRIVATE INSTITUTION THAT HOPES TO RESPOND EFFECTIVELY TO THE DANGER OF BOMB INCIDENTS MUST DEVELOP TWO PLANS: A PHYSICAL SECURITY PLAN AND A BOMB INCIDENT PLAN. THE BOMB INCIDENT PLAN, DISCUSSED HERE, MUST CONTAIN DESCRIPTIONS OF THE COMMAND AND CONTROL SYSTEM, INITIATION OF A RESPONSE, EVACUATION PROCEDURES, SEARCH TARGETS AND TECHNIQUES, DAMAGE CONTROL MEASURES, BOMB DISPOSAL, AND PROCEDURES IF THE BOMB DETONATES. KEY PERSONNEL MUST REHEARSE THE PLAN TO AVOID DELAY AND CONFUSION DURING A BOMB EMERGENCY. THE MODEL DEVELOPED BY THE HENNEPIN COUNTY (MINN.) CHIEFS OF POLICE ASSOCIATION ILLUSTRATES A BOMB INCIDENT PLAN FOR A PUBLIC SCHOOL SYSTEM. THE BOMB INCIDENT CONTROL POINT SHOULD MAKE ALL MAJOR DECISIONS AND GIVE ALL DIRECTIONS. TWO OR THREE CONTROLLERS SHOULD STAFF THE CONTROL CENTER. PROCEDURES SHOULD BE DESIGNED TO CLARIFY LINES OF AUTHORITY AND TO PROVIDE MOBILITY AND COMMUNICATION. PUBLIC SAFETY PERSONNEL MUST BE PREPARED TO RECEIVE AND EVALUATE TELEPHONED AND WRITTEN THREATS. BOTH FULL AND PARTIAL EVACUATION PROCEDURES SHOULD BE PLANNED. SEARCHES MAY BE DONE BY SUPERVISORS, OCCUPANTS, OR A TRAINED TEAM. INDIVIDUAL SEARCH EQUIPMENT INCLUDES A FLASHLIGHT WITH A LIGHT BENDING ADAPTOR, MULTIPURPOSE POCKET KNIFE, STETHOSCOPE, SCREWDRIVERS, CRESCENT WRENCH, PROBES, PLASTIC STRIPS, CREPE PAPER, AND HAND MIRROR. TEAMS REQUIRE ADDITIONAL COMMUNICATION AND SEARCH EQUIPMENT. SEARCHES MAY INCLUDE BUILDINGS, VEHICLES, AND OPEN AREAS. DAMAGE CONTROL TECHNIQUES MUST DEAL WITH FRAGMENTATION, BLAST PRESSURE WAVES, AND HEAT. DAMAGE CONTROL TECHNIQUES INCLUDE FIRE AND MEDICAL SERVICE STANDBY, UTILITY DISCONNECTION, EVACUATION, VENTING, REMOVAL OF FLAMMABLES, AND BARRIER PLACEMENT. BOMB BLANKETS AND BASKETS MAY BE USEFUL. ONLY TRAINED BOMB DISPOSAL TECHNICIANS SHOULD HANDLE SUSPECTED BOMBS. CHECKLISTS AND NUMEROUS ILLUSTRATIONS ARE INCLUDED.
