INTENDED FOR PERSONS INVOLVED IN PRETRIAL SERVICES, THE BASIC PRINCIPLES AND TECHNIQUES OF RESOURCE DEVELOPMENT ARE DESCRIBED AND FUNDING RESOURCES AVAILABLE TO PRETRIAL SERVICES AGENCIES ARE IDENTIFIED.
Abstract
THIS BULLETIN WAS DEVELOPED AS A REFERENCE TOOL FOR INDIVIDUALS OR GROUPS WHO INTEND TO START A PRETRIAL PROGRAM AND ALSO THE EXISTING AGENCIES THAT NEED FUNDS FOR CONTINUING OR EXPANDING THEIR PROGRAM. THE PROBLEM OF HOW AND WHERE TO LOOK FOR MONEY IS ADDRESSED. FUNDING MECHANISMS ARE DISCUSSED UNDER FOUR CLASSIFICATIONS: FEDERAL; STATE AND LOCAL; PRIVATE; AND SPECIALIZED. THE ALLOCATION PROCESSES OF VARIOUS AGENCIES ARE DIAGRAMMED, AND FUNDING AGENCIES WHICH ARE MORE LIKELY TO FUND SPECIFIC PROGRAM NEEDS ARE INDICATED. TECHNICAL DETAILS ABOUT THE FUNDING MECHANICS OF EACH AGENCY ARE ALSO PROVIDED. WHILE IT IS ACKNOWLEDGED THAT THE PROCESS OF CREATING AMPLE FUNDING RESOURCES FOR ANY AGENCY DOES NOT BEGIN AND END WITH THE WRITING AND SUBMITTING OF A PROPOSAL TO A FUNDING AGENCY, THE BULLETIN DOES DESCRIBE THE STEPS NECESSARY FOR DEVELOPING AN EFFECTIVE FUNDING PROPOSAL. IT IS NOTED THAT LEAA REMAINS THE PRIMARY FUNDING SOURCE FOR THE INITIATION OF PRETRIAL PROGRAMS; HOWEVER, IT IS INDICATED THAT AS THE CONCEPT OF PRETRIAL SERVICES BECOMES MORE FAMILIAR, LOCAL AND STATE GOVERNMENTS ARE ASSUMING A LARGER PROPORTION OF THE FUNDING. IT IS ALSO NOTED THAT PRETRIAL RELEASE AGENCIES HAVE BEEN MORE SUCCESSFUL IN OBTAINING THE SUPPORT OF LOCAL AND STATE GOVERNMENTS THAN HAVE PRETRIAL DIVERSION AGENCIES. PERHAPS THIS IS DUE TO THE LACK OF EMPIRICAL DATA NEEDED TO PERSUADE LOCAL OFFICIALS THAT DIVERSION IS MAKING AN ADEQUATELY SIGNIFICANT IMPACT. DUE TO THE DIMINISHING FEDERAL ALLOCATIONS TO PRETRIAL SERVICES FROM SINGLE FUNDING SOURCES, IT WAS DISCOVERED THAT MANY PRETRIAL ADMINISTRATORS ARE SEEKING SUPPORT THROUGH A COMBINATION OF FUNDS. INDEPENDENT AGENCIES OPERATING OUTSIDE OF BOTH THE CRIMINAL JUSTICE SYSTEM AND LOCAL GOVERNMENT WERE FOUND TO EXPERIENCE THE GREATEST DIFFICULTY IN OBTAINING FUNDS. APPENDED MATERIAL INCLUDES: A BIBLIOGRAPHY OF SOURCES; A LISTING OF 1978 LEAA DEMONSTRATION PROJECTS; FUNDING SOURCES UNDER THE OFFICE OF EDUCATION OF THE DEPARTMENT OF HEALTH, EDUCATION, AND WELFARE; SPECIALIZED FUNDING SOURCES IN THE AREAS OF TRAINING AND RESEARCH; A LISTING OF THE NATIONAL TECHNICAL ASSISTANCE PROJECTS AFFECTING PRETRIAL; AND ADDRESSES OF STATE PLANNING AGENCIES.
