PILOT PROGRAM OPERATING ON THE PREMISE THAT UNEMPLOYMENT IS A MAJOR CAUSE OF RECIDIVISM.
Abstract
A PROBATIONER EMPLOYMENT STUDY CONDUCTED PRIOR TO THE BEGINNING OF THE PROGRAM INDICATED THAT 16 PERCENT OF THE PROBATIONERS WERE UNEMPLOYED AND 13 PERCENT WERE UNDEREMPLOYED. OPERATING ON THE ASSUMPTION THAT CRIMINAL BEHAVIOR IS RELATED TO UNEMPLOYMENT, THE PROJECT'S AIM IS TO REDUCE RECIDIVISM BY COMBINATION OF ACADEMIC UPGRADING, VOCATIONAL ASSESSMENT, JOB FINDING AND JOB PLACEMENT OF PROBATIONERS. ALTHOUGH THE RESULTS QUESTIONED THIS PROPOSED CAUSE OF RECIDIVISM, THE PROJECT ITSELF PROVED HIGHLY SUCCESSFUL. 88 PERCENT OF SUCCESSFUL COMPLETIONS WERE PLACED IN JOBS OR TRAINING AND JOB RETENTION RATE WAS 80 PERCENT.
