PAPERS FROM A REGIONAL CONFERENCE HELD TO EXPLORE ALTERNATIVES TO INCARCERATION IN COLORADO, UTAH, WYOMING, NORTH DAKOTA, SOUTH DAKOTA, AND MONTANA ARE PRESENTED.
Abstract
CORRECTIONS OFFICIALS PARTICIPATING IN THE 6-DAY CONFERENCE, HELD AT BILLINGS, MONTANA, IN DECEMBER 1977, WERE FROM RURAL STATES WITH OVERCROWDED PRISONS AND FEW NONINSTITUTIONAL PROGRAMS FOR ADULT OFFENDERS. THE CONFERENCE PROVIDED INFORMATION ON THE DEVELOPMENT AND IMPLEMENTATION OF COMMUNITY-BASED CORRECTIONS PROGRAMS AS AN ALTERNATIVE TO BUILDING NEW PRISONS. THE CONFERENCE REPORT PRESENTS 20 PAPERS, COVERING THE FOLLOWING ASPECTS OF COMMUNITY-BASED CORRECTIONS: PLANNING, MANAGEMENT, AND BUDGETING; EVALUATION, ACCREDITATION, AND OFFENDERS' RIGHTS; RELATIONS WITH LEGISLATORS, BUREAURACIES, AND THE COMMUNITY; AND CONSIDERATIONS IN DEVELOPING CLIENT SERVICES, INCLUDING USE OF MUTUAL AGREEMENTS, THE COUNSELOR'S ROLE, FEMALE OFFENDERS IN COMMUNITY-BASED PROGRAMS, AND PERSONALIZED PROGRAM DEVELOPMENT. ALSO INCLUDED ARE DETAILED DESCRIPTIONS OF CORRECTIONAL INNOVATIONS IN POLK COUNTY, IOWA, AND OF A PROJECT AIMED AT DEVELOPING COMMUNITY-BASED FACILITIES FOR INDIAN OFFENDERS. A SUMMARY OF PARTICIPANTS' EVALUATIONS OF THE CONFERENCE IS PROVIDED, TOGETHER WITH THE RESULTS OF A POST-CONFERENCE FOLLOWUP SURVEY OF PARTICIPANTS' ATTITUDES TOWARD COMMUNITY-BASED CORRECTIONS.
