THE REPORT PROVIDES DETAILED ANALYSES AND RECOMMENDATIONS IN THE AREAS OF STAFF SALARIES, TRAINING AND COMMUNICATIONS, INMATE DISCIPLINE, HOUSING AND REHABILITATIVE PROGRAMS, AND SUGGESTIONS FOR A STATE-WIDE COORDINATING AGENCY TO PROVIDE CONTINUITY IN PROBATION, INCARCERATION AND PAROLE FOR JUVENILES AND ADULTS.
