THIS PROPOSED LONG-RANGE PLAN FOR DEVELOPING AND IMPLEMENTING A CAREER DEVELOPMENT PROGRAM FOR THE MONTGOMERY COUNTY, MARYLAND, POLICE DEPARTMENT (MCP), DESCRIBES PROGRAM GOALS AND IMPLEMENTATION STEPS.
Abstract
IN THE EARLY 1970'S, CONFLICT WITHIN THE MCP, EQUAL EMPLOYMENT OPPORTUNITY COMPLAINTS, AND DECLINING MORALE PROMPTED OFFICIALS TO DEVELOP A CAREER DEVELOPMENT PROGRAM. AMONG SPECIFIC PROBLEMS IDENTIFIED WERE INEQUITABLE EMPLOYEE COMPENSATION AND LACK OF FORMAL JOB DESCRIPTIONS. THE PRESENT VOLUME, PREPARED ON CONTRACT TO MCP, REPRESENTS THE FIRST STEP IN DEVELOPMENT OF THE PROGRAM. PLANS FOR JOB CLASSIFICATIONS BASED ON JOB ANALYSIS, COMPENSATION BASED ON WORK FUNCTIONS, AND ENTRY LEVEL AND PROMOTIONAL SELECTION ARE PRESENTED, ALONG WITH A DESCRIPTION OF IMPLEMENTATION OF THE CAREER DEVELOPMENT PROCESS WITHIN MCP. AMONG MAJOR RECOMMENDATIONS ARE THAT (1) A FUNCTION-ORIENTED JOB CLASSIFICATION SYSTEM BE ESTABLISHED FOR ALL JOBS, (2) SALARIES REFLECT EQUAL PAY FOR EQUAL WORK, (3) PAY ABOVE THE MIDDLE RANGE FOR EACH POSITION BE AWARDED ONLY FOR OUTSTANDING PERFORMANCE OR SPECIFIC MAJOR ACCOMPLISHMENTS, AND (4) SWORN OFFICER STATUS BE LIMITED TO PERSONNEL MAKING OR SUPERVISING ARRESTS, OR THOSE FUNCTIONALLY RELATED TO THEM. SEVENTEEN ADDITIONAL RECOMMENDATIONS, TABLES, FIGURES, FOOTNOTES WHICH INCLUDE REFERENCES, AND EXTENSIVE APPENDIXES SHOWING STUDY INSTRUMENTS, JOB ANALYSIS METHODS, POSITION DESCRIPTIONS, FORMS, AND A PROPOSED EVALUATION SYSTEM ARE INCLUDED.
