BACKGROUND, GOALS, AND ACTIVITIES OF THE POLICE DEVELOPMENT FUND, NOW CALLED THE POLICE FOUNDATION, WHICH PROVIDES FUNDS TO POLICE DEPARTMENTS TO CONDUCT INNOVATIVE EXPERIMENTS AND PILOT PROGRAMS.
Abstract
FINANCED BY 30 MILLION DOLLARS IN FORD FOUNDATION FUNDS, THE POLICE FOUNDATION ASSISTS POLICE DEPARTMENTS SEEKING TO MAKE BASIC CHANGES IN THEIR OPERATIONS AND TO UPGRADE THEIR PERFORMANCE. THE ESTABLISHMENT OF THE FOUNDATION, ITS STRUCTURE, AND THE SCOPE OF ITS ACTIVITIES ARE BRIEFLY DESCRIBED. A SECTION ON ILLUSTRATIVE ACTIVITIES OF THE POLICE FOUNDATION IS ALSO PROVIDED. AMONG THE ACTIVITIES DISCUSSED ARE THOSE IN REDEFINING LAW ENFORCEMENT FUNCTIONS, EXPERIMENTS WITH NEW TYPES OF POLICE PERSONNEL, NEW APPROACHES TO EVALUATING POLICE PERFORMANCE, COMMUNITY RELATIONS PROJECTS, AND FELLOWSHIPS. THE APPENDIXES INCLUDE EXCERPTS FROM AN EARLIER REPORT ON THE NEED FOR HIGHER EDUCATION AND TRAINING FOR POLICE AND A SUMMARY OF FORD FOUNDATION GRANTS IN THE CRIMINAL JUSTICE FIELD DURING THE DECADE OF THE 1960'S.
