TRAINING, EQUIPMENT, AND PROCEDURES FOR TRAFFIC ENFORCEMENT IN HOLLAND AND WEST GERMANY ARE DESCRIBED, AND APPLICATIONS FOR THE UNITED KINGDOM ARE SUGGESTED.
Abstract
A NUMBER OF TRAFFIC LAW ENFORCEMENT PRACTICES USED SUCCESSFULLY IN WEST GERMANY AND HOLLAND COULD HELP ALLEVIATE BRITAIN'S TRAFFIC PROBLEMS. THE USE OF AIRCRAFT, BOTH FIXED-WING AND HELICOPTERS, ON A WIDE SCALE IS PREVALENT IN BOTH COUNTRIES. WHEN CAR-TO-HELICOPTER RADIOS ARE USED, GREAT EFFECTIVENESS IS ACHIEVED IN DEALING WITH TRAFFIC OFFENSES AND TIEUPS. THE USE OF LOCAL RADIO STATIONS TO BROADCAST TRAFFIC BULLETINS EVERY HALF HOUR, PLUS ROADSIDE SIGNS TO INFORM MOTORISTS WHEN TO CHANGE RADIO FREQUENCIES TO RECEIVE THE NEAREST STATION, WOULD BE HELPFUL FOR BRITISH MOTORISTS AS IT HAS BEEN FOR DUTCH AND WEST GERMAN MOTORISTS. FURTHERMORE, IN GERMANY, IT IS FORBIDDEN TO CROSS THE SOLID WHITE LINE, GENERALLY USED IN AREAS WHERE THE CHANGING OF LANES WOULD CREATE CONGESTION AND HAZARDS. FIXED PENALTIES FOR ROUTINE TRAFFIC OFFENSES ARE APPLIED IN BOTH GERMANY AND HOLLAND, THUS RELIEVING OFFICERS FROM ATTENDING COURT AND REDUCING ADMINISTRATION. BOTH COUNTRIES MAKE GOOD USE OF PLAIN PATROL VEHICLES AND PHOTOGRAPHIC EQUIPMENT FOR THE DETECTION AND PROSECUTION OF OFFENDERS. (RCB)
