This fiscal year 1994 annual report for the Mountainview Youth Correctional Facility (New Jersey) provides information on goals and objectives, inmate movement and characteristics, the status of inmate morale, lawsuits, policy and planning, personnel, business management, professional services, custody operations, and various other programs and services.
Abstract
One major event was the retirement of James Kennedy as Director of Custody Operations; he was replaced by Dennis Devlin. The institution's highest population number was 1,765 on September 2, 1993, and the lowest count was 1,658 on April 18, 1994. A total of 727 of the inmates received during the past year were transferred directly from county jails. In September, the institution was required to reduce its count at high point to 260 by December 31, 1993. The count was reduced to a maximum of 1,715 by that date. The average population was 1,718, compared to 1,618 the previous year. A total of 1,207 inmates were paroled from the institution during the fiscal year. The average length of stay was 9 months. Inmate morale was good throughout the year, and major incidents were at a minimum. Information is provided on the visitation program, inmate activities, disciplinary actions, inmate organizations, and escapes. Information is also provided on special treatment programs, the community-release program, community-service projects, inmate work opportunities, volunteer services, and training programs.
