This site manual provides an overview of 15 months of the Outagamie County Department of Health and Human Services' (OCDHHS) Multi-System Reform Initiative (MSRI).
Abstract
This site manual provides an overview of fifteen months of Outagamie County's MSRI initiative during which time technical assistance was provided, beginning with mobilization and concluding with the first phase of implementing reforms. In addition this site manual provides an overview of the effect of this effort on OCDHHS's organizational culture. Specifically, it describes the ways in which this process appears, at this early stage, to have affected cross-system practice culture and enhanced collaborative culture both within the agency and with and among its community partners. One approach and two reforms that resulted from the process include: the Trauma-Informed Care Overarching Approach which develops a cross-systems approach to assessing such exposure and crafting effective trauma-informed case practice and service delivery approaches; the Coordinated Case Planning Protocol which establishes standards of case planning practice that ensures sharing of information and blending of decision making; and the Coordinated Response to Intra-Familial Sexual Abuse Cases which establishes standards and procedures that provide for effective intervention that facilitate survivors' recovery and lessens the likelihood of subsequent abuse.
