THIS VOLUME IS CONCERNED WITH ANALYZING THE EFFECTIVENESS AND SAFETY CHARACTERISTICS OF THE .38 CALIBER WEAPON SYSTEM IN A LESS LETHAL ROLE.
Abstract
THREE MEASURES OF EFFECTIVENESS ARE NECESSARY FOR AN EVALUATION OF LESS LETHAL WEAPONS. THEY ARE THE EFFECT OF DISPLAYING THE WEAPON, THE EFFECT OF THREATENING TO USE THE WEAPON, AND THE EFFECT OF ACTUAL WEAPON USE. THIS REPORT CALCULATED THE PROBABILITIES OF EFFECTS FOR 'DISPLAY' AND 'THREAT' FOR THE .38 CALIBER WEAPON SYSTEM AND ASSESSED THE DAMAGE FROM WEAPON USE IN A SERIES OF TESTS ON ANIMALS. THE PROBABILITIES OF PHYSIOLOGICAL AND NON-PHYSIOLOGICAL DESIRABLE AND UNDESIREABLE EFFECTS WERE CALCULATED FOR THE SITUATION OF A SUSPECT FLEEING ON FOOT.
