Abstract
After reviewing the procedures used by the U.N. Security Council to promote international peace, essays describe the negotiation and mediation procedures used by the Organization of American States and the Arab League to promote the peaceful resolution of conflicts between member states. The techniques of multilateral diplomacy in the Arab-Israeli conflict are also described as an aspect of regional negotiations. The work of the Commonwealth of Nations is traced as an example of interregional negotiations, with particular attention to prenegotiation to minimize conflict and develop cooperation. The discussion of the unique role small states can play in helping resolve disputes between more powerful states focuses on the stake small states have in peaceful settlements and their capacity to construct a more comprehensive framework for resolving the dispute. Essays on disarmament negotiations focus on the nature of multilateral forums and procedures for disarmament negotiations between the superpowers. Discussions of North-South negotiations refer to efforts of northern industrialized nations and southern less developed nations to cooperate in improving the international economic order.
