Abstract
MUTUAL AGREEMENT PROGRAMMING OR CONTRACT PAROLE, AS IT IS COMMONLY CALLED, IS AN INNOVATIVE CONCEPT IN THE DELIVERY AND ADMINISTRATION OF CORRECTIONAL SERVICES. IT BRINGS TOGETHER THE INMATE, INSTITUTION, AND PAROLE BOARD AS COLLABORATING PARTNERS IN REHABILITATION. THROUGH NEGOTIATION, A LEGALLY BINDING CONTRACT EMERGES WHICH SETS FORTH THE PERFORMANCE REQUIREMENTS NECESSARY TO SECURE PAROLE. MUTUAL AGREEMENT PROGRAMMING IS INTENDED TO BRING ABOUT COOPERATION, COORDINATION, AND COMMUNICATION BETWEEN INSTITUTIONAL AND PAROLE AUTHORITIES. HOW THIS IS DONE, IS THE FOCUS OF THIS DOCUMENT. THE CHANGE STRATEGIES USED, THE OBSTACLES ENCOUNTERED, AND METHODS EMPLOYED ARE RECORDED. TO ANY CORRECTIONAL ADMINISTRATOR OR MANAGER WHO IS EITHER INITIATING OR IS CONFRONTED BY CHANGE AND TO ANY STUDENT WHO SEEKS TO UNDERSTAND THE PROCESS OF CHANGE, THIS IS A VALUABLE TEXT.
