COMPARISONS ARE DRAWN BETWEEN 682 PAROLEES UNDER CONTRACT TO FLORIDA'S MUTUAL PARTICIPATION PROGRAM (MPP) AS OF MARCH 1, 1978, AND REGULAR PAROLEES RELEASED DURING FISCAL 1976-77.
Abstract
COMPARED TO REGULAR PAROLEES, MPP PAROLEES ARE SLIGHTLY YOUNGER, MORE LIKELY TO BE SINGLE, SLIGHTLY BETTER EDUCATED, MORE LIKELY TO BE FIRST OFFENDERS, AND LESS INVOLVED WITH ALCOHOL AND NARCOTICS. THERE ARE MORE BLACKS AND WOMEN AMONG MPP PAROLEES THAN AMONG REGULAR PAROLEES. MPP PAROLEES ARE MORE LIKELY TO HAVE BEEN CONVICTED OF ROUTINE OFFENSES (E.G., ROBBERY AND BURGLARY) THAN SENSATIONAL OFFENSES (E.G., HOMICIDE AND RAPE). ALTHOUGH MPP PAROLEES HAVE LONGER SENTENCES THAN REGULAR PAROLEES, THE FORMER SERVE SIGNIFICANTLY SHORTER TIME (IN MOST SENTENCE-LENGTH CATEGORIES) BEFORE BEING RELEASED ON PAROLE. OVERALL, THE MPP GROUP IS ONLY SLIGHTLY DIFFERENT FROM REGULAR PAROLEES, AN INDICATION THAT, IF AND WHEN MPP IS EXPANDED TO ALL FLORIDA CORRECTIONAL INSTITUTIONS, IT WILL BE AVAILABLE TO ALL ELIGIBLE INMATES. MPP APPEARS TO BE EFFECTIVE IN FACILITATING EARLY PAROLE THROUGH ITS STRUCTURED PRERELEASE PROGRAMS. SUPPORTING DATA ARE INCLUDED. NO DESCRIPTION OF MPP POLICIES AND PROCEDURES IS PROVIDED.
