AN EXAMINATION OF DRUG TRAFFIC, POLICE CORRUPTION, INFLUENCE IN THE SCHOOLS, AND TREATMENT PROGRAMS IN NEW YORK CITY.
Abstract
REPLETE WITH EXCERPTS FROM THE TRAINSCRIPTS OF PUBLIC HEARINGS, THIS REPORT INVESTIGATES MANY PHASES OF THE ILLICIT NARCOTICS TRADE IN NEW YORK. THE ROLE OF ORGANIZED CRIME IS EXAMINED WITH REFERENCE TO IMPORTATION, NATIONWIDE DISTRIBUTION, AND SALES IN NEW YORK. THE NARCOTICS DIVISION OF THE NEW YORK CITY POLICE DEPARTMENT (NARCO) AND ITS SPECIAL INVESTIGATIONS UNIT (SIU) ARE EXAMINED AND CRITICIZED FOR THEIR LACK OF INTERAGENCY COOPERATION. THE VARIETIES AND PATTERNS OF POLICE CORRUPTION ARE DISCUSSED AND SPECIFIC REFERENCE IS MADE TO THE INTERNAL INVESTIGATION AND JUDICIAL PROCEEDINGS CONCERNING THE JOSEPH DE VITO CASE. THERE IS CRITICISM OF THE ARREST QUOTA SYSTEM USED BY NARCO AND SIU. TRAFFICKING IN DRUG-RELATED PARAPHENALIA (GLASSINE ENVELOPES, QUININE, AND MANNITOL) IS DISCUSSED, FOLLOWED BY A REPORT ON NARCOTICS IN NEW YORK CITY SCHOOLS. FINALLY, THE TREATMENT AND REHABILITATION PROGRAMS OF THE NEW YORK STATE NARCOTIC ADDICTION CONTROL PROGRAM AND THE ADDICTION SERVICES AGENCY OF NEW YORK CITY ARE REVIEWED.
