Based on a final report to the Law Enforcement Assistance Administration (LEAA), this article discusses the history and role of the National Association of State Alcohol and Drug Abuse Directors (NASADAD) in providing technical assistance to the Treatment Alternatives to Street Crime (TASC) programs.
Abstract
Since July 1975, NASADAD has provided technical assistance to the TASC programs. NASADAD introduced TASC to many local communities and gave guidance in developing a viable plan and meeting LEAA requirements. If an applicant received a grant award, NASADAD assisted the project in starting operations by training staff, helping to develop written procedures, and helping to identify data elements to be collected. Once projects were operational, NASADAD provided assistance with expansion, improved operations, and problem resolution. TASC projects were aided in improving program accountability by using better ways to collect client intake data, changing forms and procedures, and making changes recordkeeping to make data more usable. NASADAD also helped projects achieve program continuity by assisting local projects in identifying and qualifying for potential funding support, determining who made the funding decisions, and gathering credible information to influence decisions favorable to TASC. Recommendations to help local TASC programs continue after Federal funding expires are included.
